The IT Director, Enterprise Platform Technology assists the Chief Technology Officer (CTO) in all aspects of planning, implementing and operating platform technology services in support of the company. This position is a strategic-level position, and participates in setting the strategic direction for the use of platform technologies to support the Company's programmatic and administrative functions. This position creates tactical plans and project plans and may be involved in statewide planning efforts. The position helps the CTO initiate, develop, and implement Office of Information Service (OIS) programs, policies, and procedures.
 
Duties and Responsibilities:
  • Those services include, but are not limited to, the following: 
    • Cloud and on-premise compute, storage and data services
    • x86 and mainframe on-premise platforms
    • Platform architecture consulting
    • Integration and/or hosting of vendor solutions in the state's cloud and on-prem environments
    • Migration of systems and data between environments, e.g. on-prem to cloud
    • Design and implementation of cross-platform services and components, e.g. single sign on
  • Oversees the unit providing platform consulting, design, implementation and operational services. The unit provides those services to other OIS units, to local IT units within OHA and ODHS, and to vendor partners.
  • Collaborates with peer directors in OIS, with business partners of the Company, with external agency partners, with vendor partners, and with state IT partners in Office of the State CIO and other agencies.
  • Reports directly to the CTO, and overses a unit composed of staff and managers.
  • Represents OIS in statewide and central/shared services groups which may include governance committees, steering committees or other decision-making bodies.
  • Direct, lead and administer the Enterprise Platform Technology unit within the Office of Information Services.
  • Provide direction and supervision to subordinate managers and staff.
  • Assist the CIO, CTO and other OIS leaders to develop and implement the OIS mission, goals, operational policies and process, and strategic planning.
  • Direct the preparation, presentation, review, and execution of biennial and interim budget/limitation requests for the Enterprise Platform Technology unit.
  • Serve as key advisor to the CIO, CTO and other OIS leaders
Education and Experience required:
  • Experience in application and systems modernization and migration; on-prem to cloud migrations; SaaS and IaaS; and organizational change management. Experience in modernizing legacy mainframe- and UNIX-based systems and business applications is desirable, as is knowledge of the Microsoft Azure and M365 platforms.
  • Up-to-date technical expertise and knowledge needed to direct technical experts. Must be able to “translate” technical issues and ideals into non-technical language understandable by all levels of management and customers throughout state government.
  • Bachelor degree or higher in computer science, public administration, business management or other relevant field is preferred. Knowledge of information technology services and project management methodology is required.
  • 8-12 years of management experience in an IT organization
  • 6-8 years of technical experience in some or all of the following: infrastructure, databases, application development, systems development, systems integration, enterprise architecture, cloud platforms and services.
  • A CJIS background check is required.
  • 4-6 years experience leading teams of 40 or greater
  • Experience in overseeing a budget of $10 Million or greater.
  • Proficient verbal and written communication skills are required.
