Job Description:
The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
EOTSS is seeking to hire an eDiscovery Data Analyst (EDA) to join the eDiscovery Technology Services Team. The eDiscovery Team provides electronic data searches for agencies responding to public records requests (PRR) and litigations among other types. The core product for this team is a service called eDiscovery as a service, or eDaaS. The eDiscovery Team works primarily with the legal teams of any agency requesting eDaaS and has built this service from the ground up. The EDA will report to the Manager of eDiscovery Operations and will work in a hands-on capacity to search, preserve, and collect electronically stored information (ESI). The EDA must have a high attention to detail, be very flexible, and have the ability and desire to learn new technical/eDiscovery tools and procedures. This individual will support eDiscovery activities around data preservation management, data collection, and eDiscovery data extraction, providing direct support to litigation, public records requests (PRR), and other state business requests requiring eDiscovery services.
The primary work location for this role will be at 1 Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
Primary Responsibilities:
- Assist program or project managers along with Records Access Officers (RAOs) and General Counsels on phases of larger eDiscovery projects.
- Work with clients on activities of low to high complexity; consults with participants and senior IT personnel to develop data collection and data processing solutions as required.
- Design and implement infrastructure requirements as defined by business processes, and technical standards and capabilities, while keeping in line with eDiscovery industry best practices.
- Work closely with the end point infrastructure, exchange administrators and infrastructure security teams in delivering secure solutions while performing eDiscovery in our enterprise environment.
- Perform technical/eDiscovery work utilizing defined procedures and tools.
- Identify data custodian user IDs and data store locations, manage the collection of data from data custodians, and communicate with data custodians and requestors as necessary.
- Search data as requested or directed by authorized personnel.
- Utilize IT skills to define solutions to exceptions that occur during the performance of technical/eDiscovery work.
- Communicate potential technical/eDiscovery solutions to eDiscovery management, requestors, and/or other IT groups.
- Analyzes all technical aspects of the eDiscovery environments utilizing tools such as Active Directory, Exchange Admin Console, Security & Compliance Center and other administrative tools.
- Works closely with agency technical teams, stakeholders, O365 migration and other special project teams to execute technical requirements for the native environments where eDiscovery is applied.
- Resolve complex issues, communicating problem resolutions and additional information to management, customer groups, project teams and other IT support groups.
- Creates and maintains technical documentation.
- Ensures technical standards and policies meet the needs of both agency and legal customers.
Required Knowledge, Skills, and Abilities:
- Ability to meet deadlines and SLAs while performing activities in a time critical, highly confidential process.
- Working knowledge of a query language used for document retrieval.
- Ability to use and learn highly technical software.
- Experience describing, summarizing, and/or documenting how work was performed and the results of such work.
- Ability to hold work processes and activities confidential.
- Ability to work both independently and in a team environment.
- Strong communication skills with the ability to effectively communicate technical concepts both written and verbally to users with varying technical comprehension.
Preferred Knowledge, Skills, and Abilities:
- One (1) to two (2) years of verifiable IT Security, Operations, or Technical Support experience is required. Some exposure to eDiscovery concepts.
- Two (2) years of experience creating Boolean search terms is strongly preferred.
- An understanding of eDiscovery or System Administration practices, terminology, concepts, and tools.
- Experience working with eDiscovery tools such as Microsoft Security and Compliance Center for Office 365, Exchange 2013 eDiscovery component; any or all is a plus.
- Advanced knowledge of PowerShell or other comparable scripting language, including the ability to run or research complex scripts on demand.
- Familiarity with the Electronic Discovery Reference Model (EDRM).
- Understanding or experience with well-accepted project management methodology preferred.
- Ability to meet deadlines and SLAs while performing activities in a time critical, highly confidential process.
- Experience interacting with outside counsel, eDiscovery vendors, and other IT groups such as messaging, networking teams, and desktop support.
Education and Certifications:
- Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience.
