Acosys Consulting Services is looking to hire a Level 3 Programmer/Analyst, for a contract role, with one of our federal clients.

Tasks:

1. Application planning following the standards and techniques as directed by the Project Authority, including but not limited to:

 a) Development of high level functional and technical specifications using business process maps, user stories and documented outcome, business workflow and organizational models, data definitions and logical data models and/or solution prototypes.

b) Development of risk assessment and mitigation plan; and

c) Status and progress reporting as requested by the Project Authority

2. Application Design following the standards and techniques as directed by the Project Authority, including but not limited to:

a) Development of detailed technical and functional design

 b) Development of physical data model design, data mapping, transformation specifications and CRUD encapsulation

c) Development and maintenance of detailed estimates, work plans and schedules for project implementation

 d) Identification of all documentation requirements, including a statement of purpose, scope and table of contents for each required document/manual

e) Development of application deployment procedures

f) Updating of the risk assessment and mitigation plan; and

g) Status and progress reporting.

3. Application Build following the standards and techniques as directed by the Project Authority, including but not limited to:

a) Production-ready application source code, database schema and executables

 b) Application development, configuration and integration within OSFI’s IT environment

c) Unit testing of applications changes

d) Preparation of all required documentation and manuals

e) Training and knowledge transfer to OSFI staff

 f) Updating of the risk assessment and mitigation plan; and

g) Status and progress reporting as requested by the Project Authority.

4. Application Maintenance and Support following the standards and techniques as directed by the Project Authority, including but not limited to:

 a) Development and/or update / maintenance of cost estimate, release and enhancement plan, and schedule for ongoing application maintenance

b) Completing OSFI approved changes to enhance application functionality

c) Applying fixes to application problems

d) Application Decommissioning (including data conversion and archiving)

 e) Updating of the risk assessment and mitigation plan; and

f) Status and progress reporting.

Mandatory Requirements

• The resource must hold a valid security clearance at the level of: RELIABILITY.
• The resource must have a minimum of 10 years of experience within the last 15 years, as of contract award date, collecting, clarifying, analysing, and documenting business requirements as detailed functional requirements, design or programming specifications.
• The resource must have a minimum of 10 years of experience within the last 15 years, as of contract award date, providing 3rd Line support.
• The resource must have a minimum of 7 years of experience within the last 10 years, as of contract award date, conducting analysis, design and development of .NET applications used in a production setting.
• The resource must have a minimum of 1 year of experience within the last 5 years, as of contract award date, conducting analysis, design and development of applications used in a production setting where one or more critical components were implemented using Microsoft Cloud Services (ex. Power BI, Power Platform, Azure App Services, Azure Functions, Azure Logic Apps, etc.)
• The resource must have a minimum of 5 years of experience in the last 7 years, as of contract award date, doing software development and support in the Government of Canada.
• The resource must have a minimum of 3 years of experience within the last 5 years, as of contract award date, applying Security Best Practices to satisfy application security requirements for web-based applications.
